Meeting began at 6:01 pm. Present were Selectmen Cloutier, Stohl and Campbell.
Mail was reviewed,
Checks and manifests were signed.
The Board reviewed June reconciliation reports for various bank accounts.
Marcia informed the Board that as of yesterday we had received 91% of our property taxes.
On a motion made by Selectman Stohl and seconded by Selectman Cloutier, the Board approved the minutes of the June 28, 2023 meeting.
The Board signed the form from the State requesting monies (PILOT) for the Nash Stream property.
The Board signed a form informing the State that we would not be using Inventory Forms this year.
Marcia informed the Board that she had received a complaint today about some people camping at the Lyman Falls site. Selectman Campbell said he would check it out on his way home.
Selectman Campbell reminded the other Board members that there will be a Dispatch Center meeting tomorrow night (July 13th) at 6:30 at the Colebrook Town Office. He reviewed for the Board items that might be discussed.

Meeting began at 6:05 pm. Present were Selectmen Cloutier, Stohl and Campbell.
Checks and manifests were reviewed and signed.
On a motion made by Selectmen Campbell and seconded by Selectman Cloutier, the Board approved the minutes of the June 12, 2023 meeting.
A Yield Tax Warrant (and associated documents) was signed in the amount of $11,378.95.
An Intent t Cut was approved for Kenneth Swenson on Keach Road.
Marcia informed the Board that as of this morning, we have received 76% of our 2023 first issue property taxes.
An Abatement was signed for Timothy O’Keefe for a Land Use Change Tax bill. Marcia explained that it was a clerical error on the assessor’s part/,
Selectman Stohl had questioned at the last meeting about the cell tower located on property owned by Norman Cloutier and how much they are assessed for and what they pay in taxes.
Marcia told the Board that the tower is assessed for $147,000 and that in 2022 they paid $2,200 in property taxes to the Town.
Mail was reviewed.
An e-mail was reviewed from Don Dawson giving the Board an update on the broadband project. Mr. Dawson plans on attending the July 26th meeting.

Meeting began at 6:00 pm. Present were Selectmen Cloutier, Stohl and Campbell.

On a motion made by Selectman Stohl and seconded by Selectman Campbell, the Board approved the minutes of the May 10, 2023 meeting.
An e-mail was reviewed from Nancy Gray (Great North Woods Center for the Arts) updating the Board on plans for the Blessing of the Bikes event.
A letter was received from the State of New Hampshire regarding a culvert replacement project on US Route 3 to be done in 2024.
At 6:22 pm Stacey Campbell entered the meeting to thank the Board for the use of the Town Hall by the Methodist Church for their recent yard sale.
A Warrant was signed for the lst installment of the 2023 Property Taxes In the amount of $690,915.00.
An Intent to Cut Form (Supplemental) was signed for Benjamin Boucher.
Selectman Campbell left the meeting at 6:25 pm.

Meeting began at 6:00 pm. Present were Selectmen Cloutier, Stohl and Campbell. Members of the public present: Town Treasurer, Carrie Klebe, and Beth Gourdreau.
Carrie Klebe explained to the Board that she would like Sophie Goudreau to be appointed Deputy Treasurer. Town Clerk Marcia Parkhurst administered the Oath of Office to Mrs. Goudreau. Marcia will prepare the paperwork for the Board’s signature at the next meeting. Mrs. Klebe also asked permission to purchase a laptop for use by the Treasurer. At the present time, Mrs. Klebe keeps the books on her own personal computer but that would create a problem if the Deputy had to step in and take over. The Board voted to have Mrs. Klebe purchase a laptop that would fit her needs. Mrs. Klebe and Mrs. Goudreau left the meeting at 6:15 pm.

On a motion made by Selectman Campbell and seconded by Selectman Stohl the Board approved the minutes of the April 26th meeting.
The Board signed letters to the four utility companies requesting information for assessor George Sansoucy to update their values.
Marcia informed the Board that she had spoken to Rebecca in Sansoucy’s office regarding assessing of the new internet towers and an update of the existing cell tower. They requested information, which Marcia has already provided. Sansoucy’s office will be getting back to us with a contract and price for performing that extra work for the Town.
Marcia informed the Board that at the next meeting the Tax Warrant for the lst installment of the 2023 property taxes would be ready for signature. At the present time, the Town has only about $40,000 in outstanding taxes.
Selectman Campbell brought up the subject of the Town’s Emergency Management Plan, which needs to be updated according to the State. After much discussion, the Board decided to not take any further action at this time.
The Board discussed a question from a resident on Marshall Hill regarding a culvert. Selectman Cloutier will get in touch with the homeowner.

On a motion made by Selectman Stohl and seconded by Selectman Cloutier the Board approved the minutes of the April 12, 2023 meeting.

An Intent to Excavate for Norman Cloutier was approved.
Mail was reviewed.
Bids for mowing the Town buildings and cemeteries. Motion made by Selectman Cloutier and seconded by Selectman Campbell, to hold up on opening and awarding the mowing bids until Marcia has a chance to check the mail and e-mails.
A letter was received from Robert Gooch regarding his mowing the cemetery next to his home for three times during the summer. On a motion made by Selectman Cloutier and seconded by Selectman Stohl the Board approved this request.
The Board reviewed a Wetlands Permit Application from the State of NH concerning a culvert replacement on Route 3.
The Board signed the Fire Warden Re-appointment Forms.

Meeting began at 6:00 pm. Present were Selectmen Cloutier, Stohl and Campbell.
Mail was reviewed.
Checks and manifests were signed.
Four (4) Intent to Excavate Forms were signed and approved for Pike Industries.
On a motion made by Selectman Stohl and seconded by Selectman Cloutier, the Board approved two new policies (Event Policy and Use of Town Facilities).
The Board approved an application for the Trinity Methodist Church to use the Town Hall for a “yard sale” the first weekend of May. On a motion made by Selectman Campbell and seconded by Selectman Stohl, the Board voted to waive the insurance requirement.
The Board approved an application for the Manchester Motorcycle Club to hold the annual Blessing of the Bikes at the Great North Woods Center for the Arts on the last Saturday in June. It was noted that they had furnished us with all the necessary paperwork such as insurance certificate, DOT permit, etc. On a motion made by Selectman Cloutier and seconded by Selectman Stohl, the Board approved this application.
The Board signed an Excavation Tax Warrant in the amount of $3.50.
On a motion made by Selectman Stohl and seconded by Selectman Campbell, the Board approved the minutes of the March 22, 2023 meeting.
The Board approved the appointment of Benjamin Adair as a Deputy Forest Warden at the recommendation of Warden Peter Dion.
The Board reviewed a list from the State of New Hampshire regarding “red listed” town bridges. It was noted that we have one on this list.
The Board signed an Emergency Preparedness Plan prepared by and for the Columbia House.
Marcia informed the Board that she would be placing an ad in the newspaper asking for bids to mow the Town Hall and Town Office this summer. Bids will be opened at the next meeting.
The Board discussed requesting bids for the mowing of the cemeteries. It was decided to specify that the cemeteries should be mowed 10 times (2 each in May, June, July and August and one each in September and October). Marcia will put this in the newspaper also with bids to be opened at the next meeting.
The Board reviewed bank reconciliations for all of the Town’s accounts.
The Board discussed getting in touch with Bianci Memorials in Derby regarding stone repairs, etc. in the Columbia Bridge Cemetery. Marcia will contact them and set up a meeting with the Board. It was noted that we have approximate4ly $22,000 in the Cemetery Maintenance Trust Fund.
A letter was signed to be sent to Gary Puglisi regarding his unpaid 2020 property taxes and the Town’s ability to take it by Tax Deed.
Selectman Campbell informed the other Board members that he had done some research into storm windows for the Town Hall. He said that he had spoken with Stratford Windows in Colebrook. He stated that he had toured their facility and was very impressed with the workmanship. He said that the big windows would cost $2,534.04 and the small ones would be $1,702.75 for a total of $3,744.74. After discussion, a motion was made by Selectman Stohl and seconded by Selectman Cloutier, to have Selectman Campbell order the windows.
Marcia informed the Board that the Town’s website has been updated by Roxanne Herres and encouraged them to look at it. One of the new features is that forms, such as the building application, are now in PDF form and easier to print out.
