Meeting began at 6:01 pm. Present were Selectmen Cloutier, Stohl and Campbell. Tax Collector Garry Parkhurst was also present.
Checks and manifests were reviewed and signed.
Mail was reviewed.
An Intent to Cut was approved for David Shallow.
On a motion made by Selectman Cloutier and seconded by Selectman Campbell, the Board voted to enter non-public session at 6:16 pm per RSA 91-A:3, paragraph (c).
On a motion made by Selectman Stohl and seconded by Selectman Campbell, the Board voted to return to public session at 6:45 pm.
Bids were opened for plowing the Town Office and Town Hall as follows:

On a motion made by Selectman Cloutier and seconded by Selectman Campbell, the Board voted to award the bid for plowing to Wells Excavating.
On a motion made by Selectman Stohl and seconded by Selectman Campbell, the Board approved the minutes of the October 12, 2016 meeting.
Tax Collector Garry Parkhurst gave the Board members information regarding the Town accepting payments for taxes on line. The feature is part of the Tax Collection software that the Town currently has through Avitar Associates. There will be a one-time charge of $250.00 to set up the features and to train the Tax Collector and Deputies. Mr. Parkhurst stated that he would like to have the system up and running for January 1st so that everyone would be used to how it works in time for the first tax cycle of 2017. The Board reviewed the information and signed an agreement with Avitar to go ahead and institute the system.
An Abatement was signed for C.N. Brown for the oil tanks which are no longer located on Town property.
The Board reviewed minutes received from the Community Forest Committee’s last meeting.
Marcia reviewed for the Board members the new Yield Tax bills she had calculated for Malcolm Washburn and Allen Bouthillier. Marcia said that she had spoken with Rick Evans from DRA and that the way the Town is calculating the Yield Tax is correct. Mr. Evans gave a few suggestions on
how the Town can rank each job. Marcia will send revised bills to Mr. Washburn and Mr. Bouthillier. A check was signed to refund Mr. Bouthillier the difference between his original bill and the revised one.
The Board instructed Marcia to contact Sheila Parkhurst and ask that she give a more detailed bill regarding mowing at the Town Office and the Town Hall.
The Board members discussed the scrap metal area at the Transfer Station. Selectman Campbell reviewed with the other members a quote he had received regarding the concrete work that is needed. A phone call was placed to Stewartstown Selectman Allen Coats. Mr. Coats will talk to the other two Selectmen and get back to us.
Marcia reminded the Board that they will need to be present on November 8th to seal the ballots. Help is also needed with counting.
Marcia informed the Board that she had been contacted by Jean Vachon regarding the Columbia Housing Program which was done in the early 1990s. For some individuals a portion of the money they received had to be repaid. To ensure repayment, the Town had placed a mortgage on their property. Apparently, the mortgage on Mrs. Vachon’s property had never been released even though she had repaid the money many years ago. Chairman Cloutier signed a release which Marcia will forward to Mrs. Vachon for recording.
